East Valley Water District (District) has officially started construction of a new groundwater well and well house at the facility known as Plant 129, located at Greenspot Road and Calle Del Rio in the City of Highland. This project is significant as it marks the first new well in over 20 years.
In preparation for construction, the District’s contractor installed temporary sounds walls reaching up 20–25-foot around the facility to help mitigate sound impacts to nearby residents.

Currently, crews are working on drilling the well’s casing, which will function as the well’s wall and is essential for protecting it. Once completed, crews will begin drilling for the actual well until reaching a depth of approximately 550-feet below the ground.

The 18-month project will be completed in phases and is anticipated to be finished by August 2026. Once in operation, the new well will serve approximately 22,000 residents in the East Valley Water District community pumping groundwater from the underground aquifer. This project is being completed as part of the District’s Drought Contingency Plan, which prioritizes a proactive approach in mitigating the effects a drought may have on the community and is just one of the many investments the District is making toward the community’s water future.
