Residential Rates

The District has adopted water budget-based rates to incentivize conservation, and supply affordable water to each customer for efficient indoor and outdoor use. Water budgets are designed to provide water for these uses, based on the household and property characteristics of each customer, at different pricing levels.

Rate Structure

The District's budget-based rate structure applies to residential customers and reflects a 3-tier rate structure based on monthly usage. Commodity rates cover cost that vary based upon the amount of water delivered.

Tier 1

Indoor Use Budget

  • Charged at the lowest rate
  • Based on the estimated number of occupants

Indoor Use Budget

  • Charged at slightly higher rate
  • This tier budget changes with the weather by increasing during warmer months and decreasing with cooler months.

Usage above tiers 1 & 2

  • Tier 3 is water used above your monthly budget from Tiers 1 and 2. It is considered inefficient water use
  • This tier is charged at the highest rate*

Monthly Meter Charges

Water meter charges help pay for the cost associated with operating and maintaining EVWD's water treatment and delivery system. These charges are determined by meter size, not by the amount of water delivered.

Monthly Wastewater Rates

Single-family Residential Customers

Single-family residential customers will be charged the combined Single-Family Residential rate for the collection and treatment of the property’s wastewater as outlined below.

Multi-family Customers

Multi-family customers will be charged a fixed per dwelling unit fee and the variable charge based on water usage is eliminated. Multi-family residential customers may see a change on their wastewater bill due to this adjustment in the charge formula.
